Sale at public auction will be on September 3, 2024 at 12:00 p.m. local time at the usual and customary location at the Scott County Courthouse, 283 Court Street, Huntsville, TN 37756, pursuant to the Deed of Trust executed by James C. Sealed bids for the Scott County High School Mechanical Replacement will be received by the Owner until 4:00 PM ET, Monday, August 12, 2024 and all bids will be opened and read aloud at the Finance Committee Meeting starting at 5:00 PM ET that same day. Each bid must be accompanied by a certified check of bidder’s bond executed by the bidder and a surety company licensed to do business in the State of Tennessee, for the sum of five percent (5%) of the amount bid. The successful bidder will be required to execute a Performance Bond in the amount of One Hundred Percent (100%) of the contract price or other security as described in Tennessee Code Annotated 12-4-201, for 25% of the contract sum. Bonds must be accompanied by Power of Attorney.

No bid may be withdrawn for a period of fourteen days (14) after the date set for the opening of bid.

A Pre-Bid Meeting will be held on Tuesday, July 30, 2024 at 2:30 PM ET at the site. The purpose of this meeting is to explain the scope of work and to provide an opportunity for bidders to ask questions about the project. Attendance is not mandatory but is strongly encouraged.

Request for Qualifications and Letters of Interest

The Scott County Highway Department, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional consultant/Engineering firm to provide services related to the completion of a Safe Streets for All (SS4A) Action Plan, funded in part by the U.S. Department of Transportation (US-DOT) in cooperation with the Federal Highway Administration (FHWA) for the State of Tennessee. The project shall be accomplished in accordance with program guidelines as described by the US-DOT and managed locally through the Scott County Highway Department. Although the project will not be run through TOOT, the professional Consultant/Engineering must be on TDOT’s pre-approved list or have a completed pre-qualification form filed with TOOT by the deadline for the Letters of Interest.

The Scott County Highway Department anticipates utilizing consultant services throughout the life of the process for a performance period through December 2025.

Firms may request considerations by submitting a letter of interest along with qualifications to the Scott County Finance Department, PO Box 180, Huntsville, TN 37756. Atten: Ginger Reynolds. All letters of interest must be received by the Scott County Finance Department on or before August 26, 2024 by 4:00 p.m. eastern standard time. The letter of interest and qualifications shall indicate the scope of services to be completed by any sub-consultants.

Title: Full-Time Juvenile Detention Director

Responsibilities: The Juvenile Detention Director oversees the daily operations of the Scott County Juvenile Detention Center, which is a secure facility. This includes managing a team of full-time and part-time staff. Serves as a trainer for the detention center. The Detention Director monitors the facility to ensure that the detention center is in compliance with federal, state, and local laws. Ensures the safety and well-being of youth who are brought into the secure detention center. The director works closely with local, state, and federal law enforcement as well as contract counties and serves as a liaison for the Juvenile Court and Juvenile Court Judge.

Essential Functions: The following duties are normal for this position. The omission of specific statement of the duties does not exclude them if the work is similar, related, or a logical assignment for this position. Other duties may be required if assigned.

1. The duties and responsibilities of the Detention Center Director for Scott County, TN according to the policies and procedures of the agency. The services provided will include, but not limited to:

• Recruit, hire, train, and provide supervision for full-time and part-time employees of the Juvenile Detention Center

• Monitor the facility’s compliance with all federal, state, and local laws, standards and requirements of certifying agencies. This includes but is not limited to the Department of Children’s Services, Department of Health, law enforcement, PREA, Title VI, Title I, etc.

• Develop and maintain policy and procedure manual and provide updates as needed.

• Be able to compile and provide comprehensive statistical information and  reports, sometimes on short notice.

• Maintain personnel files, including payroll and attendance.

• Make decisions on exceptions to policy/procedures.

• Obtain services for juvenile residents.

• Keep current on laws pertaining to detention and all standards

• Able to work nights, weekends, and holidays as needed

• Assess training needs of staff and develop plans to meet those needs

• Provide monthly or quarterly training for staff

• Keep records on training attendance for each staff person for certification

• Make certain that each staff member completes the required number and  type of training hours.

• Monitor incoming citations and petitions for completeness, appropriateness, and policy compliance

2. Ensure that the detention center is managed in a professional manner. This includes monitoring on a daily basis the activities of youth and staff to ensure that the detention is meeting all standards and is complying with all laws and regulations that are required to manage a safe and secure detention center.

3. Communicate with all government entities associated with the Juvenile

Detention Center.

4. Assist in obtaining data necessary to meet reporting requirements and submits reports within the allotted time.

5. Participate in individual and team meetings.

6. Perform all duties as assigned.

7. Operate a computer to enter, retrieve, or modify data; utilizes word

processing. Spread sheet, database, email, or other computer programs.

8. Immediate supervisor is the County Mayor.

Additional Functions: Perform general/clerical tasks, which may include telephone calls, directing visitors, making copies, sending/receiving faxes, filing documents, or processing incoming/outgoing mail. Provides assistance to other employees or departments as needed. Performs other related duties as required. PREA Coordinator: Train detention staff on a quarterly and yearly basis on PREA Policy and Procedure. Monitor detention on a weekly basis through observations, staff meetings, and interviewing youth to ensure all PREA standards and policies are being carried done. Coordinate PREA audit as required.

Minimum Qualifications:

• Graduated from an accredited four year college or university with a degree in

Criminal Justice, Social Work, Behavioral Science. Relevant law enforcement,   corrections, probation/parole, and security experience may be substituted for  education on a year for year basis. This will be evaluated on an individual basis and is at the discretion of the County Mayor.

• A minimum of 5 years experience working in adult corrections or juvenile  corrections.

• Proven ability to work well with the public and to promote a positive working relationship within the organization.

• Demonstrate the ability to communicate effectively in writing and verbally.

• Ability to establish and maintain good relations with other agencies, contract counties, Juvenile Judge, and law enforcement.

• Requires the ability to coordinate, manage and correlate data. Includes exercising judgment and determining time, place and/or sequence of operations.

• Requires the ability to operate and control the actions of equipment, machinery, tools, or materials related to the primary responsibilities of the position.

• Requires the ability to perform addition, subtraction, multiplication, division and other mathematical problems.

• Requires the ability to exercise independent judgement to apply facts and principles for developing approaches and techniques to resolve problems.

• Requires the ability to exercise judgement, decisiveness and creativity in situations involving evaluation of information against sensory, judgmental or subjective criteria, as opposed to which is clearly measurable and verifiable.
